A baccalaureate degree plus three years of professional experience for an expropriation agency or other governmental agency in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal.
SUBSTITUTIONS:
Eight years of full-time work experience in any field may be substituted for the required baccalaureate degree only.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree only, as follows:
A maximum of 90 semester hours may be combined with experience to substitute for the baccalaureate degree.
15 to 29 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
30 to 44 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
45 to 59 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
60 to 74 semester hours credit will substitute for four years of experience towards the baccalaureate degree.
75 to 89 semester hours credit will substitute for five years of experience towards the baccalaureate degree.
90 or more semester hours credit will substitute for six years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of six years full-time work experience. Candidates with 90 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree only.

The incumbent of this position will serve in the Relocation Unit of DOTDâs Real Estate Office. For hire at the Agent 3 level, preference will be given to applicants with direct experience in, among other activities, (1) providing relocation assistance and advisory services to a transportation agencyâs project displaces, (2) calculating replacement housing payments, (3) reviewing displace relocation claims, (4) preparing Conceptual Stage Relocation Plans, (5) preparing Right of Way Stage Relocation Plans and (6) contributing to the development and refinement of policies and procedures concerning relocation practices of the Department. The maximum salary for the Right of Way Agent 3 is $66,685.00. Examples of Work:
Prepares and secures the release of mortgages, liens, judgments, and other encumbrances; delivers payment to obtain good and merchantable title. Prepares Acts of Sale, special agreements, permanent, and temporary servitude agreements; signs agreements and other documents to provide for the acquisition of real estate and real property rights.
Prepares title abstract reports that are sufficient in detail to determine current owners of properties and that can be used to develop right-of-way maps. Prepares relocation cost estimates; computes moving cost estimates of business moves less than $5,000.
Negotiates with property owners to obtain an executed document for the transfer of real estate and real property rights to the agency. Prepares and presents offers on complex ownership: properties with several owners and/or parcels, properties with improvements, properties with unclear title or heir-ship issues, and properties with questions of usufruct.
Reviews and resolves legal issues with owners, their attorneys, and agency attorneys. Researches properties for encumbrances prior to filing suit; prepares suits; files suits with Clerk of Court and deposits compensation.
Oversees and maintains surveillance of agency-acquired properties prior to construction stage to maintain control and dispose of improvements. Maintains project status on agency information systems.
Examines and analyzes appraisal reports for purpose of deed preparation and negotiation. Approves administrative settlements up to a predetermined value.
Meets with owners or other interested parties on or off site to discuss and address all issues arising from acquisitions. Meets with public and private officials to discuss, negotiate, and remedy concerns about a project or about a particular piece of required right-of-way.
Completes first level Environmental Assessment of all properties required on projects.
Prepares contracts and tasking orders for consultants who provide right of way services. Advises and oversees consultants performing right of way services, reviews consultants' work product, and evaluates consultants' performance.
