About the Position:
The New Orleans District provides for navigation, flood and hurricane and storm damage risk reduction, environmental stewardship, and other water resources needs to benefit the people of southern Louisiana and the nation. The offices are located in a modern energy efficient building in the Uptown area of New Orleans overlooking the Mississippi River. There is a child care center and a fitness center on the premises as well as free employee parking. NOTICE OF VETERANS' PREFERENCE

There is no formal rating system for applying vet! erans' preference to attorney appointments in the excepted ser! vice; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. KEY REQUIREMENTS

Must be a U.S. citizen. DUTIES:
Works under the general supervision of the New Orleans District Counsel and/or Deputy. Provides legal advice and guidance on procurement actions, including controversial contract formation and administration matters for construction, service, supply, and Architect-Engineer contracts. Provides advice on the District's regulatory program and project compliance with environmental laws. Performs legal sufficiency reviews on a variety of project decision documents and advises on project authorization and appropriation problems through analysis of appropriate statutory and regulatory material. Provides litigation support to Department of Justice for litigation arising out of the District's projects and actions.

QUALIFICATIONS REQUIRED:
The following minimum qualification requirements must be met before applicants are eligible for further cons! ideration:

Education: An applicant must have successful! ly completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD.)

Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: To qualify for the GS-13 level, applicants must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. At least one year must have been comparable to the GS-12 or equivalent in the Federal service, or comparable experience in the private sector that equipped the applicant with the particular knowledge, skill and abilities to successfully perform in the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute ! for one year of the required professional legal experience.

Examples of this experience are:
Advising clients on all aspects of the federal contracting process.

Identifying, researching, evaluating and analyzing facts and legal issues, particularly as they relate to environmental and regulatory issues.

Advising clients on civil works project authorization, appropriations, and the legal sufficiency of project documents.

Formulating legal alternative courses of action and explaining risks to decision makers.

Representing clients before administrative and judicial tribunals.

Communicating effectively orally and in writing.

Time in grade requirement: Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade restriction.

Time-In-Grade requirement must be met! not later than 30 days after the closing date of this announcement.
Time-in-grade restriction: Must have 52 weeks of federal service at the next lower level (or equivalent.)

A federal service incumbent (or an applicant who wishes credit for service to qualify based on federal service) who wishes to apply for a vacancy must have completed a minimum of 52 weeks of service at a grade no more than one grade lower (or equivalent) than the position to be filled prior to the closing date of the vacancy announcement.
