SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted fo! r a maximum of four years full-time work experience towards th! e baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree. Graduate training in business administration, social work, public administration, policy planning, or law will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience. NOTE: Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Association of Schools and Colleges; the North Central Association of Colleges and Schools; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges. NOTE: These positions will generally be filled by long-term detail or job appointment with approval by th! e Department of Civil Service. NOTE: As these positions are with agencies that have different functions and goals which call for specialized areas of knowledge, preferred credentials may be considered when filling these positions.

FUNCTION OF WORK: To serve as staff advisor to the Secretary, Deputy Secretary, Undersecretary, or Deputy Underse! cretary with responsibility for directing, coordinating, evaluating and! analyzing a wide variety of diverse and complex programs. SUPERVISION EXERCISED: Functional and/or direct over any department staff as assigned by executive management on an interim or project basis. Perform high level executive program review and audit functions for the Secretary relative to the agencies' policies and management; the operation of programs and offices; and the services provided by the agency. Assume on an interim basis the supervision and direction of major Offices or Divisions such as Assistant Secretary, Director of Budget, or Director of Personnel. Confers and interfaces with executive and high level administration officials of other Louisiana State Agencies, such as Division of Administration, and the Department of Civil Service as well as the Legislature, Municipal and other Governmental bodies relative to agency programs, priorities and operational activities. Undertakes or directs special program reviews, audits or studies at the request of the Se! cretary; recommends department initiatives and implements corrective ac! tions. Serve as liaison with other agencies and governmental bodies concerning interagency initiatives. Represent the Secretary, internally, as well as to other state agencies and governmental bodies on departmental matters such as Fiscal Activities and Agency Policy and Procedural matters.
