The Federal Emergency Management Agency (FEMA) prepares the nation for all hazards and manages Federal response and recovery efforts following any national incident. This position is being announced under FEMA's Incident Management CORE Program (Cadre of On-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and ar! e funded from the Disaster Relief Fund. Appointments are excep! ted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.

EMERGENCY ASSIGNMENT : Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. KEY REQUIREMENTS

You must be a U.S. citizen to be considered for this position.
This position will require extensive travel.
You must be! able to obtain and maintain a Government credit card.
You must possess a Law Degree and a current bar membership of any state. DUTIES:

As a Lead Legal Advisor in FEMA's Incident Management CORE Program, you will be responsible for:

Providing overall supervision and management of FEMA Office of Chief Counsel (OCC) on-site legal operations;

Ensuring that all legal advisors successfully perform their duties;

Developing professional relationships and trust with senior staff in order to be included as a legal advisor in the decision-making process;

Establishing relationships with the Federal Coordinating Officer (FCO), senior staff, and FEMA program managers;

Establishing relationships with appropriate external legal partners;

Providing situational awareness to the OCC chain of command on significant issues as needed, legal or otherwise;

Reviewing and endorsing all legal products and advice prepared for! the FCO and OCC chain of command;

Identifying legal issues an! d initiating outreach to senior program staff;

Facilitating the resolution of legal issues by identifying and coordinating parties as necessary;

Establishing the relevant and material facts related to legal issues;

Conducting research related to complex legal issues as they relate to organizational operations or programs;

Analyzing the facts, context and law to develop opinions and recommended course of actions;

Ensuring compliance and recommending courses of action

Delivering and following up on legal advice and recommended courses of action; and

Providing mandatory and discretionary training to all FEMA staff.

QUALIFICATIONS REQUIRED:
You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.

This position requires a J.D. degree from an American Bar Associate (ABA) accredited law school

To qualify for this position,! you must possess:
A J.D. degree from an American Bar Association (ABA) accredited law school

Experience in emergency management, operational law, or related fields

Experience clearly and persuasively communicating an agency or organization's legal positions and facilitate their resolution

Experience analyzing factual and legal material

Experience analyzing complex legal and technical issues and developing strategies for resolution
