The Office of Labor-Management Standards (OLMS) administers certain provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) which primarily establishes standards for private sector labor organization democracy an! d financial integrity, and requires reporting and public discl! osure of labor organization and other reports. OLMS also administers related laws that apply similar standards of conduct to Federal sector labor organizations. OLMS' primary mission is to ensure labor organization democracy, promote financial transparency, and detect and investigate embezzlement of labor organization funds and other criminal and civil violations of the LMRDA.
Age Restriction: This is a LEO position covered by the special retirement provisions for law enforcement officers. Incumbent must have completed work in a primary LEO position or must be no older than 37 at the point they are hired and report for duty and must retire at age 57.
May work at remote sites at irregular, unpredictable or unscheduled hours. Requires working for prolonged periods of time without adequate rest to satisfy stress-provoking time constraints. Travel is sometimes necessary in severe weather on remote roads, in hazardous areas or under hazardous conditions, for up to! three weeks at a time. Physical strength is required for lifting and transporting voluminous records.
Basic Law Enforcement Training- Investigators must successfully complete the criminal investigator training course at the Federal Law Enforcement Training Center (FLETC), unless waived by OLMS because of proof of comparable law enforcement training. KEY REQUIREMENTS

U.S. Citizenship. Must be at least 16 years of age.
Appointment to this position requires a background investigation.
Requires a probationary period if the requirement has not been met.
Subject to frequent travel. Requires a valid drivers license.
Subject to drug testing upon appointment and ongoing random drug testing.
Requires a medical exam and must maintain physical requirements. DUTIES:
At the GS-09 level , the incumbent provides support to higher-grade investigators by performing developmental assignments to facilitate the efforts of investigative/audit teams. Conduct ! extensive searches for information from labor organization financial re! ports, union constitutions and other documents. Organize information to assist in preparations for civil and criminal investigations. Participate in the planning portions of straight-forward civil and criminal investigations and compliance audits of local unions. Conduct assigned portions of compliance audits and criminal and civil investigations of union operations or financial practices. Provide basic compliance assistance to clientele to achieve and improve compliance with the regulatory and statutory requirements of the LMRDA and related statutes. Explains the provisions and requirements of specific statutory authorities and Office of Labor-Management standards (OLMS) and Department of Labor (DOL) policies, regulations and procedures. Drafts replies to inquiries concerning the requirements of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) and related laws, regulations, policies, and precedents. Participates in compliance assistance activities provided! for OLMS clientele. Prepares narrative and graphics information for distribution to participants. In the company of higher-grade Investigators, attends and participates in meetings, conferences with union officials and their attorneys and/or accountants and enforcement staff of various state and federal agencies, including the Regional Solicitor and United States Attorneys. Serves as team member on complex civil and criminal investigations. Under the direction of the team leader, conducts assigned segments of the investigation and prepares drafts of appropriate portions of the investigative report.
At the GS-11 level , the incumbent plans, conducts, and completes straight-forward civil and, as assigned, criminal investigations and compliance audits of local unions, and participates in elections supervised by Office of Labor-Management standards (OLMS), performing specified tasks. Provides compliance assistance to clientele to achieve and improve compliance with the reg! ulatory and statutory requirements of the Labor-Management Reporting an! d Disclosure Act of 1959 (LMRDA) and related statutes. Participates in educational compliance assistance seminars. Explains or interprets the provisions, policies and requirements of the pertinent statutory authorities governing the matter under consideration to effect voluntary compliance. Responds to correspondence and visitors regarding rights and responsibilities under the LMRDA or Title VII of the Civil Service Reform Act (CSRA). Participates in meetings and conferences with union officials and their attorneys and/or accountants and enforcement staff of various state and federal agencies, including the Regional Solicitor and United States Attorneys on civil and criminal matters. Serves as team member on complex civil and criminal investigations. Under the direction of the team leader, conducts assigned segments of the investigation and prepares appropriate portions of the investigative report.
At the GS-12 level , the incumbent plans, directs and conducts complianc! e and enforcement activities within an assigned geographical area. Complete moderately difficult investigations, compliance audits, and supervised elections under the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) and other related statutes as directed by the Office Director or other appropriate Office of Labor-Management standards (OLMS) management officials or as requested by United States Attorneys and State Prosecutors. Assignments at this level are typically complicated by at least one of the following factors: the large size and complicated nature of union operations analyzed; the presence of complex legal or regulatory issues where precedents do not provide conclusive guidance or serious obstacles to the progress of the investigation such as: destruction of union records; falsification of pertinent documents and intimidation of witnesses effort to involve broader investigative activity by other OLMS offices and proposes specific ancillary/auxiliary inv! estigations. Develops investigative plans for probing of specific, limi! ted issues or matters of fact and integrates any findings and conclusions into a comprehensive report. Researches and studies targeting data including financial reports submitted by labor organizations, newspaper articles, tips from union members, the referrals from other enforcement agencies and OLMS computerized databases. Work with the United States Attorney or Assistant U.S. Attorneys and legal staff of the Solicitor Office in assisting in the preparation of cases for criminal prosecution or civil litigation. May testify before Federal or state grand juries and serves as witness in respective trial courts. Safeguards grand jury materials in accordance with Rule 6(e) of the Federal Rules of criminal procedures.

Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-05 for GS-07; GS-07 for GS-09; GS-09 for GS-11) in the Federal service.

There is a substitution of education for the required specialized experience.
For GS-09: Applicants must possess a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
For GS-11: Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree o r LL.M., if related. Education must have been gained in a curriculum that is qualifying for the position to be filled. Examples of qualifying curriculums include, but are not limited to: public administration, labor relations, business administration, finance, economics, political science, statistics, accounting, and other social sciences related to the work of a compliance organization.
For GS-12: There is no substitution of education for the required spec! ialized experience.
