About the Organization

St. Bernard Project (SBP) is a non-profit organization whose mission is to ensure that disaster-impac! ted communities recover in a prompt, efficient, and predictable way. SBP has built or rehabbed more than 515 homes in Orleans and St. Bernard Parishes since 2006. SBP now operates affiliates which are driving the long term recovery in the disaster-impacted communities of Joplin, Missouri and Staten Island and The Rockaways, New York.

SBP seeks a dynamic leader to manage the Opportunity Housing Program. This staff member will be responsible for achieving the strategic objectives of the program which include developing at least 25 properties annually which will be sold or leased to qualified residents. The Opportunity Housing Program Manager will report directly to the Director of Client Services. Specifically, the Opportunity Housing Program Manager will be responsible for:

Program Strategy and Goals

Meet annual goals and benchmarks for the program; Coordinate program planning, goals, and growth with SBP leadership team, government agencies, lender! s, private service organizations, citizen groups, and other or! ganizations as necessary;

Communicate program vision and goals to internal and external stakeholders;

Assist in developing the strategic direction of the program;

Property Development and Management

Manage the acquisition of property and prepare applications for funding for both construction and operating expenses;

Manage all aspects of the predevelopment process including acquisition, financing, scope of work, estimate and plans, and environmental review;

Oversee closings throughout the development process: acquisition, predevelopment, construction, and permanent/sales;

Develop, negotiate, and execute contracts and service agreements with subcontractors;

Handle ongoing monitoring, requisition, and compliance of projects under construction;

Attend property closings for for-sale projects; work with escrow agencies, title companies, lenders and buyers as needed to finalize closings;
Identify new community development opportunities, conduct feasibility analyses (including financial analyses);

Manage third-party (rental) property management company and work with property manager to ensure compliance with all applicable regulations for rental projects;

Complete income certifications and compliance paperwork for occupancy in rental properties;

Housing Counseling

Provide housing counseling with the goal of helping clients to boost credit and save towards becoming mortgage-ready;

Management and Partnerships

Supervise AmeriCorps members who conduct marketing and outreach and manage the pipeline of clients interested in purchasing or renting a property in the program;

Collaborate with state and federal funders, investors, architects, attorneys, environmental consultants, representatives of public agencies and contractors;

Maintain a community presence through outreach and marketing;
Attend meetings on behalf of the organization.

Required ! Skills and Experience

Bachelors degree in a related field plus 3+ years relevant experience or Masters degree plus 1+ years relevant experience.

Related degrees include Urban Planning, Architecture, Real Estate or Finance;

Experience in project management, housing and community development, housing counseling, development and/or sales of real estate, preferably affordable housing;

Knowledge of mortgages, soft second mortgage financing, subordination agreements, and other real estate documents;

Excellent communication (written and oral), interpersonal and computer skills;

Commitment to affordable housing, community building and professional development;

Self-starter willing to work as part of a team and participate in envisioning innovative development initiatives;

Demonstrated commitment to leadership development, community building, and community organizing as strategies for social change.

Pre! ferred Skills and Experience

Experience withreal estate finance, property and asset management;

Solid knowledge of the construction process;

Certification in tax credit compliance;

Certified housing counselor.
