The Affiliate Support and Advocacy D! epartment ASA of the ACLU s National Office is seeking a full ! time Southern Regional Policy Counsel to be part of the ACLU s efforts to end mass incarceration. The position will be based in the South.
The position is for two years with the possibility of renewal. OVERVIEW The Southern Regional Policy Counsel will focus on the ACLU s efforts to end mass incarceration in the South partnering with ACLU affiliates and other key stakeholders in two to three target states. The Southern Regional Policy Counsel will be responsible for identifying policy change opportunities devising winning advocacy campaigns and executing those campaign strategies including leveraging lobbying communications organizing and other effective tactics to reach each state s campaign goals. The ACLU s efforts to end mass incarceration are part of its Center for Justice which seeks to transform the criminal justice system into one that is fair free of racial bias and evidence based rather than fear based that rejects the death penalty and that respects the ! constitutional and human rights of all who come into contact with it.
The ACLU Center for Justice houses the FAIR JUSTICE SMART JUSTICE Campaign to End Mass Incarceration which through legislative and other advocacy public education and litigation seeks to safely reduce local state and federal reliance on incarceration and criminalization while promoting fair and effective alternative solutions that keep communities safe and healthy. Reporting to the Director of Advocacy and Policy the Southern Regional Policy Counsel will be part of ASA s Advocacy Team which works with ACLU affiliates to create nationwide change furthering the ACLU s public policy priorities at the state level. The Southern Regional Policy Counsel will work closely with colleagues in ASA and other departments including the Director and staff of the ACLU s Center for Justice. The Southern Regional Counsel is a non litigating attorney position for a lawyer with exceptional strategic analytical and w! riting abilities.
Work will include drafting state legislation! and legislative amendments preparing state legislative advocacy materials researching legal issues related to state legislation and assisting in identifying litigation opportunities. The ideal candidate will have strong political instincts leadership skills and experience managing legislative issue based or political campaigns. The position will require significant and frequent travel. ROLES AND RESPONSIBILITIES Identify opportunities for policy change in target states.
Plan and implement strategic campaigns in target states working collaboratively with ACLU affiliates national colleagues and other coalition partners. Lead lobbying efforts including power mapping decision maker targeting effective coalition building developing messaging and persuasion tactics devising constituent engagement strategies including online activism tactics preparing and delivering testimony drafting amendments and legislative proposals cultivating relationships with key elected and app! ointed officials staff policy makers and other decision makers identifying persuasive messengers devising and executing communications strategies including earned and paid media and working with campaign consultants. Monitor state policy activity including legislation relevant to mass incarceration. Draft policy analyses designed to effect change by state policymakers.
Conduct legal analysis on the interpretation and constitutionality of proposed state legislation and policy initiatives. Assist in identifying litigation opportunities in conjunction with litigators. Collaborate with colleagues in the ACLU National Office s Communications Legal and Development Departments to enhance the effectiveness of the campaign. Identify best practices for use in other regions and states.
Participate in coalitions and develop relationships with allies and other organizations to further advocacy goals. Speak publicly at forums conferences and meetings. This job posting refers collectively to the two organizations under the name ACLU. |EXPERIENCE AND QUALIFICATIONS At least ten years of successful experience developing leading and implementing electoral legislative or issue campaigns. A JD degree and a minimum of three years of legal experience are required.
This position does not include active litigation but the ability to identify and develop possible litigation is required. Demonstrated expertise in criminal justice issues. Demonstrated understanding of the legislative process and political strategic planning. Experience advancing a political program in the South.
Exceptional ability to conduct legal analysis and research. Experience with constitutional issues legislation and organizing is preferred. Ability to communicate complex legal issues to the general public. Familiarity with an expansive toolbox of strategies ! to move decision makers and the public including paid and earned media message testing persuasion tactics field organizing online activism constituent engagement etc.
Understanding of campaign planning roles communications and coordination. Experience working in coalitions including developing shared plans coordinating external and internal communications and understanding internal political dynamics among partner groups. Experience working with a National and Affiliate organizational structure and dynamics a plus. Experience managing a team in achieving concrete objectives.
Proven track record of working collaboratively with colleagues across departments and functions. Strong writing and communications skills. Demonstrated flexibility in problem solving. Willingness to travel frequently.
