Organization
St. Tammany Parish Government serves the citizens of St. Tammany Parish and has a budget of $116 million.
It is under a Home Rule Charter form of government with a Parish President and 14 Member Parish Council.
The Senior Administrative Staff comprises of the Chief Administrative Officer (CAO); 1 st Deputy CAO â" Administration (DCAOA) and 2 nd Deputy CAO â" Operations (DCAOO).
Purpose of CFO Position
The CFO position is a new position being created to deal with the impending retirement at year end 2013 of the 1 st Deputy CAO â" Administration.
The DCAOA currently oversees the Departments of Finance, Human Resources, Inter Governmental Relations, Technology, Public Information, Facility Management, Public Works, Development, Legal and Animal Control.
While the function of the DCAOA is to oversee and assist all of these departments, the primary responsibility of the position is to serve as the chief financial advisor to the Parish President. The DCAOA works closely with the Finance Director to prepare for submission to the Parish Council the Operating and Capital Budgets required by the Home Rule Charter.
It is the intent that the new CFO position will train under the DCAOA for the transition period to develop a complete understanding of the parish financial situation, budget process and policies and procedures related to financial issues.
In addition the position will be trained in the management and oversight responsibilities of the DCAOA of all of the departments listed above.
Position
Reporting to the Parish President, CAO and 1 st Deputy CAO, the Chief Financial Officer (CFO) will play a critical role in developing and implementing the financial strategy for St. Tammany Parish Government. As a member of the senior leadership team, the CFO will be responsible for the development of both the Operating and Capital Budgets for St. Tammany Parish Government in conjunction with the Director of Finance. The CFO shall serve as an advisor to the Parish President by evaluating and assisting with financial plans and economic modeling. The CFO will work closely with the Director of Finance to ensure that all fiscal and fiduciary responsibilities for the parish, in conjunction with the Parish Council are met. .
Specific responsibilities include:
- Work with all Departments and Agencies of Parish Government to develop Operating and Capital Budgets in accordance with the requirements of the Home Rule Charter. Will work closely with the Director of Finance to establish revenue and expenditure projections based upon current statistical data.
- Review, monitor and oversee current funding sources to ensure full compliance of all funds collected and spent by STPGOV.
- Work with Parish Financial Advisor and Bond Attorney to ensure that the parish is securing the most adequate and economical funding source available.
- Develop and analyze potential new avenues of funding. Prepare comprehensive reports on the viability of a new funding source and the benefits and/or issues with pursuing same.
- Assess organizational performance against both the annual budget and STPGOVâs long-term strategy. Develop tools and systems to provide critical financial and operational information to the President and make actionable recommendations on both strategy and operations.
- Engage the President and Parish Council in discussions around issues, trends, and changes in the operating model(s) and operational delivery. Assist in establishing yearly and long term objectives regarding future revenues and liabilities of STPGOV.
- Oversee long-term budgetary planning and costs management in alignment with STPGOVâs strategic plan, especially as the organization considers sponsorships, potential acquisitions, and collaborations with external organizations.
- Maintain internal control safeguards and coordinate all audit activities.
- Work with the Technology Department to procure specialized financial systems that meet the needs of the organization.
- Work with the Director of Finance to manage cash flow and forecasting. Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs. Optimize the handling of banking relationships and initiate appropriate strategies to enhance cash positions.
- Mentor and develop parish departments and agencies on budget development and management.
- Work with all departments under the DCAOA to develop sound practice and principles for their successful operation
- Required to work all emergencies and provide critical financial support and advice as required for the event.
- Any other duties as assigned by the Parish President, CAO and 1 st Deputy CAO.
The CFO will be a seasoned and mature leader with at least 10 years of broad finance experience, ideally beginning in accounting, followed by experience gathering and evaluating financial information and making actionable recommendations to senior leadership. S/he will have experience managing the finance function (accounting, budgeting, control, and reporting) within a diverse, division-based entity.
The CFO will have the following experience and attributes:
- A minimum of a BS; MBA preferred; Public Administration and/or CPA would be a plus.
- Demonstrable passion for career in the public sector; a hands-on manager with integrity and a desire to work in a dynamic environment.
- Mature and proactive, with evidence of having worked as a true business partner to a CEO of a multi-divisional organization or government agency. If coming from the private sector, some nonprofit experience is preferred.
- Strong analytical skills and experience interpreting a strategic vision into an operational model.
- Deep understanding of and experience with Management, Budgets and Audits.
- Past experience working for federal, state or local government accounting and knowledge of government financing and government bonds a plus.
- Past experience successfully partnering with Technology to manage critical financial management systems.
- An effective communicator at all levels in the organization, with strong oral and written skills and a willingness to share information.
- A collaborative and flexible style, with a strong service mentality.
