3. A baccalaureate degree in social work plus six years of professional child welfare social services experience, two years of which must have been at the advanced level.

THIS POSTING IS RESTRICTED ! TO PERMANENT EMPLOYEES OF THE LOUISIANA DEPARTMENT OF CHILDREN AND FAMILY SERVICES.

This posting is for 22 new positions statewide in the new child welfare division of Continuous Quality Improvement (CQI). These positions will be responsible for conducting comprehensive regional case reviews utilzing the Child and Family Services Review process and working with regional staff through training, coaching, and mentoring on areas of practice needing improvement as identified through the case review process. These managers will be implementation specialists and assist staff in developing expertise in key agency areas of practice such as Safety and Family Teaming. Applicants will be required to have an in depth knowledge of child welfare and have the necessary skills to work collaboratively with regional staff at all levels as well as other child welfare stakeholders.

Preferred qualifications include: comprehensive understanding of practice across the chi! ld welfare continuum; ability to lead, collaborate, and coach others in! effective child welfare practice; a problem-solving orientation and a vision for how things could be better in the future regardless of what is happening today; self motivated with a strong ability to motivate and support the development of others; effective oral and written communication and facilitation skills; strong analytical skills, working knowledge of the Child and Family Services Review (CFSR) instrument, DCFS data monitoring systems, and ability to use data to inform and guide quality practice; and commitment to staff as well as organizational learning and growth.

Incumbents must possess a valid LA driver's license and have access to a personal vehicle. These positions require the ability to travel and work non-standard work hours.

PROGRAM MANAGER FUNCTION:
Develops and recommends goals and objectives for specific program area and participates in overall organizational goal setting and monitoring.

Develops and interprets policy issues related to specific major program areas, and participates in program data collection and analysis.

Provides technical assistance and consultation to regional and/or parish staff and coordinates programmatic and client services needs with other state and private agencies.

May serve as agency representative/liaison to support groups, community, and organizations.

REGIONAL PROGRAM CONSULTANT FUNCTION:
Provides case consultation for problem areas/difficult cases; assumes the role of consultant at staffings involving development of case plans designed to maximize the chances of achieving permanency plan goals.

Conducts the case reviews and staffings by participating, monitoring, and assessing the report findings.

Responsible for program development including identification of policy needs, clarification and/or revisions.

Identifie! s training needs of local office staff and works in conjunction with th! e regional trainer in provision of training.

Provides case consultation of local and regional staff when written policy is not available.

REGIONAL PLACEMENT SPECIALIST FUNCTION:
Assists staff with hard to place children needing restrictive placement through coordination of service delivery with public and private agencies and other offices.

Monitors bed-caps at residential facilities and approves emergency placements that exceed limitation.

Attends preservation staffings on children who have experienced at least three failed placements.

Provides consultation to restrictive facility staff and therapeutic foster care providers.

Serves as community liaison to community resources in development of programs to meet client needs.

Provides supervision of the Therapeutic Family Care Programs and Restrictive Care facilities.
