Background and-or Security Investigation required DUTIES:
Senior social work position provides outreach and case
management services to homeless veterans. The social worker is responsible for
outreach/case management services to homeless veterans in communities and rural
areas distant from the Medical Center. Assignments involve providing
continual social work services at field locations or with subordinate social
work staff without supervision support during consultations. Such
assignments typically require extensive coordination of services with a wide
range of residents of various communities such as local lawyers, physicians,
and public officials, and with local social agencies. Provide service! s for
veterans with frequent and severe crises, lacking family or community support
network, requiring personal monitoring, and failure to comply with medical or
legal instructions. Counseling patients with significant deficits in coping
skills, and requiring continued professional support. Makes independent
professional decisions and recommendations with infrequent recourse to
supervisory guidance. Specific duties are as follows: The Veterans
Affairs Supported Housing (VASH) coordinator is responsible for the overall
coordination of the program under the supervision of the Health Care for
Homeless Veterans Coordinator. Responsibilities include a broad range of
administrative and patient care duties. Program Coordinator functions as
the Clinical Coordinator of VASH with responsibility for the continuing
development, management, implementation and supervision of program operations.
In this capacity, plans and directs! the rehabilitation/treatment functions
coordinating activities of ! staff assigned to VASH, whatever the discipline, in
concert with the HCHV Coordinator.
QUALIFICATIONS REQUIRED:
BASIC
REQUIREMENTS:
U.S. citizenship. Non-citizens may be
appointed when it is not possible to recruit qualified citizens in
accordance with VA Policy.
Education. Have a masterÂ's degree in social work
(MSW) from a school of social work fully accredited by the Council on
Social Work Education (CSWE). Graduates of schools of social work that are
in candidacy status do not meet this requirement until the school of
social work is fully accredited. A doctoral degree in social work may
not be substituted for the masterÂ's degree in social work.
Licensure. Persons hired or reassigned to social
worker positions in the GS-185 series in VHA must be licensed or certified
by a state to independently practice social work at the masterÂ's degree
level. Current state requirements may be ! found on the OHRM

Preferred Experience: GS-12 Social
Worker Program Coordinators. Program
coordinators at the GS-12 grade are administratively responsible for a clinical program providing
treatment to patients in a major specialty, such as Spinal Cord Injury (SCI) coordinators, Visual Impairment Services
Team (VIST) coordinators, Homeless Veterans Program (HVP) coordinators, Community Nursing Home
Program (CNHP) coordinators. They may be the sole practitioner in this
specialty at the facility and typically provide direct patient care services in the program area. They manage the
daily operation of the program, develop policies and procedures for program
operation, and prepare reports and statistics for facility, VISN, and national
use. They may be responsible for the programÂ's budget.

DETERMINATIONS:
Experience, Educat! ion and Licensure. Individuals
assigned as social worker program coordinator or manager must be licensed or
certified at the advanced
practice level. Their experience must demonstrate possession of advanced
practice skills and judgment, demonstrating progressively more professional
competency. They may have certification or other post-masterÂ's degree training
from a nationally recognized professional organization or university that
includes a defined curriculum/course of study and internship, or equivalent
supervised professional experience. In addition, the candidate must demonstrate
the professional KSAs in subparagraph (b) below.

Demonstrated Knowledge, Skills, and Abilities
1 .
In-depth knowledge of the program coordinated, and demonstrated knowledge and
ability to write policies, procedures, and/or practice guidelines for the
program.
2 .
Knowledge and skill in management/administra! tion, which includes supervision,
consultation, negotiation, and monitoring.
3 .
Ability to supervise
multidisciplinary staff assigned to the
program.
4 .
Ability to organize work, set priorities, meet multiple deadlines, and evaluate
assigned program area(s).
5 . Ability to provide
training, orientation, consultation and guidance within clinical specialization
of practice.
