Possession of a license to practice law in the state of Louisiana.

This position is located within the Coastal Protection and Restoration Authority (CPRA), Executive Division and may be filled as a temporary job appointment. There are 2 vacancies to be filled. As part of a career progression group, vacancies may be filled as an Attorney 1, 2, or 3 depending on the qualifications of the candidate. The maximum salary for the Attorney 3 level is $93,517.00. Incumbent performs advanced and specialized legal services and guidance to CPRA in support of its role as the lead trustee agency in the Deepwater Horizon oil spill. Such work shall include but is not limited to assisting CPRA with the performance of its duties in connection with the Deepwater Horizon explosion. This position r epresents CPRA at assessment meetings, and assists with the preparation and reviewing of associated legal documents; communicates and meets with the staff of the governor’s office, other state agencies, and private industry attorneys, regardi! ng issues relating to the Deepwater Horizon oil spill and the application of Oil Pollution Act of 1990 (OPA) and other relevant laws and regulations . Other duties include: Drafts and/or reviews contracts, Memorandum of Understanding, Cooperative Endeavor Agreements, and other related documentation and acts as the CPRA legal liaison with external attorneys and state and local entities concerning legal and contractual issues. Confers with and provides legal information and guidance to engineers, scientists, administrators, in-house and contract attorneys, and contractors to enable them to initiate and complete their respective activities. No Civil Service test score is required in order to be considered for this vacancy. ATTORNEY--ADMINISTRATIVE LAW JUDGES/REFEREES:
Convenes hearings that are of a routine nature; issues subpoenas; administers oaths; hears testimony; con! siders evidence; examines witnesses; maintains order; rules on motions, objections, admissibility of evidence and procedure; prepares and issues decisions and orders based upon all evidence gathered, research of pertinent statutes, pertinent jurisprudence, and independent assessment of acts based on credibility of witnesses and evidence.

Conducts pre-trial conferences with the attorneys to resolve preliminary issues and narrow the scope of the hearing to the facts actually in dispute.

Determines if there are jurisdictional or procedural issues to be disposed of and if so, decides the most appropriate manner (i.e. a limited hearing, an order to brief the issue, an order to amend the pleadings, a status conference, etc.) to address these issues.

Secures, compiles, and maintains all records of adjudications. Ensures that accurate records are maintained in the proceedings that evidence is properly marked and included in the case record, and that audio! recordings are accurately marked and properly indexed and stores.

Conducts a continuous study of the current statues, regulations and case law related to areas of law for which hearings are assigned.
