The Managed Long Term Services and Support (MLTSS) Program Analyst II is responsible for activities related to creating, interpreting, analyzing and presenting MLTSS, Palliative Care and CalAIM program reports that are used for program management and oversight. Reporting capabilities range from executive presentations, operational summary level to detailed tracking of specific data attributes by extracting, loading, and reconciling large amounts of data across multiple system platforms and sources; reviewing data to determine operational impacts and needed actions; escalating issues, trends, areas for improvement and opportunities to management.
The Program Analyst II will timely develop reports and satisfy deliverables for management to ensure the department's compliance with federal and state reporting requirements. Generates data to identify inefficiencies and other business challenges that need to be addressed, enabling management to make informed decisions. Performs data quality audits and analysis to ensure data integrity. Participates in the planning, development, implementation, and administration of reporting and systems projects to improve and maintain MLTSS, Palliative Care and CalAIM program performance.
Performs research and data analysis, operational and conceptual problem-solving, building partnerships, and project planning, implementation, and monitoring. Applies technical skills to support Business Leads on systems and operational projects from concept to implementation stages, solves complex problems, and receives minimal guidance from an experienced staff member or manager. Sustains strong interpersonal relationships with both internal L.A. Care staff, external MLTSS, Palliative Care and CalAIM key business partners in order to facilitate joint decision-making and successful outcomes for various business processes
Duties
Supports quality and process improvement activities by monitoring program performance indicators that are used for internal and external reporting, the tasks includes data quality assurance, process programming, specification documentation and report developing.
Generates ad hoc or production reports that may evolve into complex data analysis/ data integration projects that this position may be responsible for which may require periodic maintenance on a weekly, monthly, quarterly, biannual, or annual basis.
Designs and maintains data systems and databases. Identifies errors and data related issues. Uses statistical tools to interpret data sets to identify and report trends and patterns valuable for diagnostic and predictive analytics efforts. Identifies opportunities for process improvements.
Gathers program data from primary and secondary sources and organizes data in a format that can be easily presented and comprehended by stakeholders and decision makers. Prepares reports for leadership that effectively communicate trends, patterns and predictions using relevant data.
Creates ad hoc and standard program reports using various reporting tools for different functional areas. Assesses reporting results through data investigation, analysis, and evaluation. Analyzes data and trends to develop or apply benchmarks to track performance metrics. Researches and synthesizes programmatic and operational concepts to identify potential business process improvements with minimal guidance.
Produces and maintains both internal and external facing program reports. Creates visualization of the data. Utilizes business intelligence and analytics tools. Develops key performance indicators and measures. Uses data to find trends and insights to make recommendations to management.
Conducts quality control to ensure quality and accuracy of data. Ensures reports are submitted in a timely manner and tracked and logged appropriately. Takes ownership for concisely summarizing issues and findings that may inform successful program development and monitoring.
Performs project specific tasks, including system and data management, data analytics, project coordination, technical documentation and training.
Convenes meetings with existing internal and external stakeholder partners to gather information instrumental in reporting, systems and program, evaluation under the direction of manager or senior staff member.
Maintains positive working relationships with internal L.A. Care management, staff, and external business partners in order to facilitate mutual collaboration in project planning efforts.
With minimal guidance from an experienced staff member or manager, represent MLTSS in departmental and stakeholder meetings, participates as directed by Manager as a MLTSS subject matter expert. Provide input on reporting, systems and business processes to external and internal business partners.
Responsible for ongoing reporting processes and projects as assigned. Evaluates and makes recommendations for actionable strategies to improve MLTSS and Palliative Care reporting and workflows. Acts as a MLTSS primary liaison for systems related projects; taking an active role in participating in end to end implementation activities.

Required:
At least 4 years of experience with reporting tools, software and other applications in a health care or managed care environment and demonstrated experience working with seniors and people with disabilities, low economic status populations or diverse communities, in settings such as community-based organizations, social service agencies, clinical settings, or civic organizations.
Demonstrated experience speaking to consumer groups, advocacy organizations, and other community based organizations.
At least 4 years work experience in health care or a related field with the demonstrated experience on the following list of stated knowledge/experience.
Experience synthesizing and analyzing qualitative and/or quantitative data.
At least 3-5 years of statistical business, analysis, data analysis, or reporting experience in the managed care or healthcare field.
Experience in home and community based programs.
Managed health care experience.
Relevant project coordination/management experience is preferred.
Skills
Required:

Must demonstrate an aptitude in learning and expanding abilities to use new applications with basic training.
Must be a self-starter and demonstrate the ability to multi-task and take charge and accountability of projects assigned.

Knowledge of managed care and an understanding of Medicare and Medi-Cal programs.
