Five years of sub professional engineering experience.
SUBSTITUTION! S
College training may be substituted for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty is in these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics. All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted.
Full-time training in sub professional engineering from a trade school or technical institute may be substituted for the required experience on a month-for-month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub professional engineering curriculum from a trade school or technical institute! may be substituted for two years of the required experience. !
A baccalaureate degree in engineering, engineering technology, construction management or construction technology may be substituted for all of the required experience.

BRIDGE DESIGN:
Creates details for complicated and varied situations requiring a more in-depth knowledge of bridge structures and a high level of technical proficiency.
Utilizes advanced skills and knowledge of! standards, methods, and techniques to perform exceedingly complex computations for bridge details and to complete a wide range of duties and operations independently. Receives general supervision and technical guidance from professional engineers as needed, normally for unusual and very difficult problems.
CONTRACT SERVICES:
Checks draft bid documents prepared by lower-level technicians; attends project specific meetings with other Department and consultant personnel; estimates contract time for construction projects; writes project specific technical specifications, and edits those of lower-level technicians.
Assigns state project numbers on engineering, real estate, construction, and other projects based on requests submitted through authorized channels and enters project numbers in computer system.
Reviews subletting requests to ensure subcontractor is properly licensed and capable to perform the work intended and that all MBE and c! ontractor certification forms are submitted in accordance with contract! specifications.
Assigns federal aid project numbers based on location, project type, specifications, and availability of federal funding sources.
Conducts research to establish highway right-of-way information and in determining the correct highway system for legal (tort) claims involving DOTD.
Conducts research for information regarding old and current project numbers, plans, and other engineering data using computer, microfilm, and old hardcopy records as requested by DOTD personnel, and/or the general public.
Processes construction contracts including the official Award of Contract to the contractor; checks contract bonding using the U.S. Treasury Department list of approved sureties; issues the Notice of Contract Execution to the contractor.
Initiate and submit project authorization and funding request on each federal-aid project to the Federal Highway Administration to insure prompt reimbursement from the Federal Highway Ad! ministration.
Review and examine the balances of federal funding sources and categories for the availability of sufficient funds to finance individual project funding requests.

DATA COLLECTION AND ANALYSIS:
Independently performs analysis of digital data to produce map products. Maintains data file structures, operates a wide variety of equipment including PCs, operating systems, digitizers, plotters, printers, CD writers, scanners, and projectors.
DISTRICTS:
Serves as primary construction inspector in area or areas of specialization/certification; determines sample requirements for area(s) of expertise. Verifies elevations/alignments of construction work for survey. Prepares work reports, est! imate quantities, and/or calculations.
Utilizes a thorough knowledge and understanding of Department procedures, policies, standards, and specifications in the processing of construction-related documents such as partial and final estimates.
Conducts bridge inspections of new and/or existing on-system or off-system bridges in an assigned area as required by the Federal Surface Transportation Assistance Act of 1978; bridges inspected include vertical lift, bascule, swing, and/or pontoon.
Conducts traffic counts, speed studies and general data collection; compiles and presents data in a workable format; makes recommendations for corrective action; uses CADD for traffic control plans and other traffic design functions.
Serves as an Asphalt Plant Technician.
Serves as principal survey instrument operator; reduces, calculates processes, and downloads engineering/survey data using electronic field book and personal computer.

LOCATION AND SURVEY:
Operates photogrammetric instruments in the preparation of topographic maps, scaled drawings, and digital ortho-photos.
Performs specialized photogrammetric work in the taking and/or processin! g of aerial and engineering-related photographs.
Computes and checks metes, bounds, and areas of right-of-way parcels using Coordinate Geometry Computer Coding Systems.
Assists in coordinating, reviewing, and monitoring consultants' progress and contractual obligations for preparation of surveys and right-of-way maps.
MAINTENANCE:
Provides technical support and training to all District permit personnel.
Assists in the development of Policy and Procedures for DOTD's permit program.
Operates the timber bridge load rating computer program and makes judgments regarding discrepancies with accepted standards to bring to the Engineer's attention.
Updates master structure file for the entire bridge inventory of the state's public bridge structures.
Reviews bridge inspections on in-service bridge safety inspections statewide for conformance with criteria required by the National Bridge Inspection Standards. Pe! rforms field safety inspection of bridges for Quality Assurance program! .
MANAGEMENT SYSTEMS:
Independently reviews condition and inventory data associated with pavements and bridges for completeness and quality. Recommends corrective actions to the lead worker for data problems in accordance with established procedures.
Independently maintains pavement and bridge data files; utilizes these files to prepare data summary reports.
MATERIALS TESTING:
Performs the full range of testing and calculations for product source approvals, quality assurance, and new product evaluations.
Investigates and provides corrective action for testing discrepancies in the Department's quality assurance program and in statewide and national cooperative testing programs.
Performs the full range of drilling and borehole sealing activities and independently performs in-situ testing.
Precisely establishes borehole and test site locations by obtaining ground elevations and determining latitude and! longitude.
Develop specifications and calibration procedures for equipment used in the department's testing programs.
Analyze test data for use in developing material and construction specifications and sampling requirements, establishing trends in material quality, and for legal purposes.
PUBLIC WORKS AND WATER RESOURCES:
Processes and reviews permit requests; drafts responses to permit requests and maintains permit records.
Processes water well registration forms and licensing applications; enters and verifies data.
Assists with dam safety inspections, data collection and processing of inspection reports prepared and submitted by the District offices.
Reviews the requests for right-of-way submitted by the U.S. Army Corps of Engineers. Ensures that right-of-way requests were issued by local authorities.
RESEARCH:
Performs routine and complex research tests and provides processed data in u! seable formats in support of all research tasks and studies; requires o! ccasional supervision of lead worker/engineer supervisor team.
Assimilates knowledge of engineering systems, to assist in developing new tests/procedures to understand and solve problems of a non-routine or non-standard nature. Provides both routine and complex data in format ready for analysis by ET6 - DCL and engineer supervisor.
ROAD DESIGN:
Creates details for complicated and varied situations requiring a more in-depth knowledge of road design and a high level of technical proficiency.
Utilizes advanced skills and knowledge of standards, methods and techniques to perform more complex computations for road plans and to complete a wide range of duties and operations with broad supervision and technical guidance from professional engineers as needed, normally for unusual and very difficult problems.
TRAFFIC ENGINEERING AND SERVICES:
Performs more complicated testing procedures and operation of testing equipment for ! quality assurance testing of construction and maintenance materials such as sign sheeting and pavement markings. Performs sampling procedures for testing traffic marking and sign sheeting materials.
Reviews technical accuracy of traffic control plans prepared by others including consultants, districts, and the Department's design sections.
Specifies the type of signing, pavement markings, barricades, and channelizing devices to be used during different phases of the project.
Provides technical support for the traffic signal construction and maintenance operations and assists in tracking the efficiency of electrical field crews.
Processes and reviews permit requests; drafts responses to permit requests and maintains permit records.
TRANSPORTATION PLANNING AND SAFETY:
Prepares computerized Crash Data Reports, Accident Collision Diagrams, Abnormal Crash Location Data, and other crash data related information requested fro! m DOTD engineers, technicians, attorneys, Federal Highway Administratio! n officials, and/or other state agencies.
Reviews Police Crash reports sent to DOTD and marks the reports for the location of the crash. Assists in the training of lower-level technicians. Assists in data changes or corrections.
