A baccalaureate degree with a major in one of the following scientific fields: animal! science, biological sciences, chemistry, geosciences, atmospheric sciences, soil science, physical geography, physics, health sciences, toxicology, environmental sciences, wildlife and fisheries sciences, engineering, nuclear science, agronomy, forestry, health physics, medical physics, or statistics and quantitative methods plus one of the following:

1. Ten years of professional level scientific/technical environmental or radiation experience. Four years of the required experience must have been in the supervision of 2 or more professionals; or

2. Ten years of experience as an attorney practicing environmental law in a governmental regulatory program. Four years of the required experience must have been in the supervision of 2 more professionals.

NOTE:
Professional level scientific/technical environmental experience is defined as experience gained in an environmental laboratory, an environmental compliance program in the private secto! r, or a governmental environmental program performing environm! ental work involving compliance with federal and/or state environmental regulations .

Professional level scientific/technical radiation experience is defined as that experience gained in a regulatory or non-regulatory nuclear energy or radiation protection program, which includes health physics and medical physics.

SUBSTITUTIONS:
Graduate training may be substituted for the required general experience on the basis of fifteen semester hours in any of the qualifying fields for six months of experience. Graduate training with less than a master's degree may be substituted for a maximum of six months of the general experience.

A master's degree in any of the qualifying fields may be substituted for one year of the general experience.

A master's degree in management, planning, or public administration may be substituted for a maximum of one year of the supervisory experience.

A Ph.D. in any of the qualifying fields may be s! ubstituted for a maximum of two years of the general experience.

A master's or Ph.D. in any qualifying field may be substituted for the Baccalaureate degree.

NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Schools; the New England Association of Schools and Colleges; the North Central Association of Colleges and Schools; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; the Western Association of Schools and Colleges.

NOTE:
Transcripts of all college credits must be submitted with the application. The transcript must state that the applicant's major is in one of the specified fields. Baccalaureate degrees with majors in a field not listed above which included a heavy concentration in science courses will not be considered qualifying.

NOTE: Some specific scientific fields that are not qualifying are agricul! ture, architecture, computer science, food science, horticulture, mathematics, and science education.

To administer a major environmental statewide program that regulates the environmental effects of industrial, commercial, governmental, and land use activities.

Executive direction from an Assis! tant Secretary.

Differs from Environmental Manager by responsibility for administering several statewide programs and technical sections and by the supervision received and the supervision exercised.

Differs from Assistant Secretary by lack of status as an unclassified position and by lack of responsibility for an entire Office comprised of more than one Division.

Examples of Work:
Make administrative and regulatory decisions involving the management, direction and regulation of pollution sources, facilities, and sites.

Direct the formulation and establishment of technical standards and necessary operating procedures and compulsory scientific testing necessary to enforce compliance with Departmental rules and regulations.

Establish Di! vision policy and criteria for determining compliance with Federal and State laws and regulations.

Direct the preparation of the annual budget and budget amendments for the Division.

Direct the development of new or revised regulations necessary to protect the environment.

Advise the Department Secretary and Assistant Secretary of proposed Federal and State legislation which will affect environmental control operations.

Represent the Department at legislative committee hearings and other public hearings to recommend legislation or present state policy in connection with environmental issues.

Coordinates activities and maintains continuous liaison with environmental officials of other States.

Coordinate statewide research and development in environmental matters.

Approve the release of all technical reports and management plans.

Makes decisions related to the granting of compliance orders, consent decree! , administrative directives, and permits which authorize closure or rem! ediation.

Provides on-scene supervision of the Division's response to emergency environmental incidents.

Develops or proposes new or revised priority listings for Division programs.
